a) RESOLUTION NO. 16-16
A RESOLUTION OF THE CITY OF SOUTH DAYTONA, FLORIDA, APPROVING A HIGHWAY MAINTENANCE AGREEMENT FOR LANDSCAPE AREAS ON RIDGEWOOD AVENUE (U.S. 1) AND NOVA ROAD (S.R. 5A), EXCLUDING THE NOVA CANAL, WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT; PROVIDING FOR REPEAL OF RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. First and only reading.

b) RESOLUTION NO. 16-18
A RESOLUTION OF THE CITY OF SOUTH DAYTONA, FLORIDA ADOPTED PURSUANT TO SECTION 5.10 OF THE CITY CHARTER ADOPTING RULES FOR THE TIME, PLACE AND LOCATION OF THE REGULARLY SCHEDULED MEETINGS OF THE CITY COUNCIL; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTING RESOLUTIONS; AND PROVIDING FOR AN EFFECTIVE DATE. First and only reading.

c) ORDINANCE NO. 16-06
AN ORDINANCE OF SOUTH DAYTONA, FLORIDA; PROVIDING FOR LOCAL IMPLEMENTATION OF THE WATER CONSERVATION RULE FOR LANDSCAPE IRRIGATION OF THE ST. JOHNS RIVER WATER MANAGEMENT DISTRICT; PROVIDING DEFINITIONS; PROVIDING LANDSCAPE IRRIGATION SCHEDULES; PROVIDING EXCEPTIONS TO THE LANDSCAPE IRRIGATION SCHEDULES; PROVIDING FOR VARIANCES FROM THE SPECIFIC DAY OF THE WEEK LIMITATIONS; PROVIDING FOR APPLICABILITY OF THE ORDINANCE; PROVIDING FOR ENFORCEMENT OF THE ORDINANCE; PROVIDING FOR PENALTIES FOR VIOLATION OF THE ORDINANCE; PROVIDING FOR CODIFICATION; PROVIDING FOR REPEAL OF ALL CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY AND PROVIDING AN EFFECTIVE DATE. d) EMERGENCY RESOLUTION NO. 16-19
AN EMERGENCY RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH DAYTONA, FLORIDA, CONFIRMING A DECLARATION OF A STATE OF EMERGENCY, AND SUSPENDING CERTAIN LOCAL BUILDING REGULATIONS UNDER EMERGENCY CONDITIONS. First and only reading.

e) Consideration of approving a loan not to exceed $1,500,000 subject to the FEMA Disaster Declaration and Reimbursement program.

f) Consideration of approving a Notice to Proceed with the City’s contractor for debris removal, AshBritt, Inc., not to exceed $815,850.

g) Consideration of approving a Notice to Proceed with the City’s debris monitoring and FEMA Reimbursement Consultants, Tetra Tech, Inc., not to exceed $286,425.

h) Consideration of approving a Memorandum of Understanding (MOU) between Volusia County
