    1. Recognizing Kevin Hannah of Hannah’s Family Diner who purchased an Automated External Defibrillator (AED) for our hot dog wagon.
    2. The National Night Out Against Crime is Tuesday August 1st and the event will feature a parade of first responders along with our partner organizations that will begin at 7:00 pm behind the Sunshine Park Mall to support our Police Department in their fight against crime.
    3. A Budget Workshop will be held on August 8th at 5:00 pm in the City Council Chambers at City Hall followed by our regular City Council meeting at 6:00 pm.
    4. South Daytona revitalization efforts have begun as the old, abandoned skate park and CEMEX (formerly Rinker) cement plant on US 1 were demolished.
    5. James Street Park Splashpad is currently being replaced and will be closed until the replacement is complete.
    6. The Florida Department of Transportation is moving towards completion of a new shared use path on Palmetto Avenue.
    7. The replacement of our old water meters have begun with new ones designed to allow our residents to monitor their water usage in real time and set alarms to prevent high usage in any given month.
    8. City staff have met with the new principal of South Daytona Elementary School, Carrie Devaney, to resolidify our partnership.
    9. The deep sewer main on Palmetto Avenue collapsed and emergency repairs had to be undertaken at a cost of $58,947 to prevent a substantial backup of the system.

  2. Approval of minutes: June 13, 2023, City Council Meeting.
  3. Resolution No. 2023-15. A Resolution of the City of South Daytona, Florida, approving a FY 2023-2024 Funding Agreement with the River to Sea Transportation Planning Organization and authorizing the City Manager to execute said agreement; providing for repeal of Resolutions in conflict herewith; providing for severability; providing an effective date. First and only reading.  
  4. Resolution No. 2023-16. A Resolution of the City Council of the City of South Daytona, Florida, accepting Underground Utility Easements on South Ridgewood Avenue for future phases of the US 1 Streetscape Project; providing for severability, conflicts, and an effective date. First and only reading. 
  5. Resolution 2023-17. A Resolution of the City of South Daytona, Florida, providing for the Community Aesthetic Feature Agreement to be entered into with the Florida Department of Transportation, for the installation of the new entryway feature on the US 1 right-of-way owned by the Department.  First and only reading.
  6. Consideration of awarding the South Daytona Monument Entryway Signs Project (Bid No. 23-B-016) to Don Bell Signs in the amount of $168,652 as budgeted within the current fiscal year.
  7. Consideration of awarding an agreement with Certified Backflow Services for the testing, repair and certification of backflow prevention devices (Bid No. 23-B-015) on an as needed basis within budgeted allocations per fiscal year.
  8. Consideration of approving a piggyback agreement from the City of Leesburg with Danus Utilities for Lift Station Rehabilitation Services on an as needed basis within budgeted allocations per fiscal year.
  9. Consideration of approving a Fire Training Facilities Agreement with the City of Port Orange for use of the Port Orange Fire Department’s Fire Training Facilities.  
  10. Consideration of approving the First Amendment to the Agreement with Tetra Tech to modify the compensation from $100,000 to $166,000 for support with the FEMA Public Assistance recovery program as budgeted within the current fiscal year.
  11. Consideration of approving a Unity of Title for 2900 S. Ridgewood Avenue (CEMEX).
  12. Consideration of approving the Coastal Crisis Negotiations Team Mutual Aid Agreement between the cities of Port Orange, Daytona Beach Shores, Edgewater, New Smyrna Beach, Ormond Beach, Holly Hill and South Daytona.
  13. Consideration of approving the final portion of the Septic to Sewer Conversion Project to Lapin Septic Tank Service in the amount of $58,000 as budgeted within the current fiscal year, funded by a grant from the Florida Department of Environmental Protection (FDEP).
  14. Consideration of approving the agreement with the South Daytona Professional Firefighters Local # 3193 (International Association of Fire Fighters) Collective Bargaining Agreement. 
  15. Consideration of approving Resolution No. 2023-18, 2023-19, 2023-20, 2023-21, 2023-22 and 2023-23, 2023-24, authorizing submittal of applications to the State of Florida Hazard Mitigation Grant Program (HMGP) and the Volusia County Community Development Block Grant for Disaster Recovery (CDBG-DR) and authorizing acceptance and execution of the grants, if awarded.

 D. REGULAR AGENDA

  1. Resolution No. 2023-25. A Resolution of the City Council of the City of South Daytona, Florida, establishing a proposed millage rate for the 2023-2024 fiscal year; determining the rolled-back rate; establishing a date, time, and place at which a public hearing will be held to consider the proposed millage rate and the tentative budget for the 2023-2024 fiscal year; providing an effective date. Public Hearing. First and only reading. 
  2. Resolution No. 2023-26. A Resolution of the City Council of the City of South Daytona, Florida, approving a grant for the replacement of Lift Station No. 5 (Violet Street) with the Florida Department of Environment Protection (FDEP); authorizing the Mayor and City Manager to execute the Grant Agreement and associated documents related to the project; and providing an effective date.  First and only reading. 
  3. Consideration of approving a Work Authorization with Parker Mynchenberg & Associates in the amount of $152,900 for design of the Lift Station No. 5 (Violet Street) Replacement project as funded by a Florida Department of Environmental Protection (FDEP) Grant.
  4. Ordinance No. 2023-09. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Code of Ordinance, Chapter 10, Offenses and Miscellaneous Provisions to add Article VIII, Human Trafficking Public Awareness Signage and Distance Requirements, to create Section 10-100, adopting Section 78-5 of the Volusia County Code of Ordinances, “Human Trafficking Public Awareness Sign”, by reference, and to create Section 10-101 to add minimum distance requirements between establishments providing massage and bodywork services identified within Section 78-5 of the Volusia County Code of Ordinances, “Human Trafficking Public Awareness Sign”, and schools, churches, and parks; and providing for administrative actions, codification, conflicts, severability, and an effective date.  First Reading approved June 13, 2023. Second and Final Reading.  Public Hearing.
  5. Ordinance No. 2023-10. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona, Code of Ordinances, Chapter 14, Street, Sidewalks and Other Public Places, creating Section 14-1, Sidewalk Obstructions Prohibited, to prohibit obstructions of any sidewalk within the City without a permit; and providing for administrative actions, codification, conflicts, severability, and an effective date. First Reading approved June 13, 2023. Second and Final Reading.  Public Hearing.   
  6. Ordinance No. 2023-11. An Ordinance of the City Council of the City of South Daytona, Florida, amending Chapter 4 (Animals and Fowls), Article 1 (General), Section 4-9 (Keeping Fowl Prohibited, with the exception of Chickens regulated through the Urban Chicken Pilot Program) and Section 4-13 (Number of dogs, cats, pot belly pigs, chickens and rabbits that may be kept at residence) of the Code of Ordinances to allow for an Urban Chicken Program for the ownership of chickens on residential lots under certain conditions; and providing for recitals, administrative actions, codification, conflicts, severability, and an effective date. First Reading. Public Hearing. 
  7. Ordinance No. 2023-12. An Ordinance of the City Council of the City of South Daytona, Florida, amending Chapter 4 (Animals and Fowls), Article 1 (General), Section 4-1 (Definitions), Section 4/8 (Keeping Livestock or Reptiles Prohibited with the Exception of Miniature Vietnamese Pot Belly Pigs) and Section 4-13 (Number of dogs, cats, pot belly pigs, chickens and rabbits that may be kept at residence) of the Code of Ordinances to allow for specifically defined pet snakes on residential lots; and providing for recitals, administrative actions, codification, conflicts, severability, and an effective date.  First Reading. Public Hearing.
  8. Ordinance No. 2023-13. An Ordinance of the City Council of the City of South Daytona, Florida, amending Chapter 18 (Traffic), Article III (Golf Cart Regulations), Section 18-21 (Use of Golf Carts within City of South Daytona) of the Code of Ordinances to comply with recently enacted amendments to state law; and providing for recitals, administrative actions, codification, conflicts, severability, and an effective date. First Reading. Public Hearing.
  9. Discussion on the use of speed humps to control speed on local roadways.
