The City of South Daytona, Florida hereby announces that as of 8 am, April 3, 2020, it is accepting proposals for exclusive towing services.

NOTICE IS HEREBY GIVEN that sealed bids will be received at the South Daytona Police Department located at 1672 South Ridgewood Avenue, South Daytona, Florida, until 1:00 pm on Friday, April 24, 2020.  At 2 pm, the sealed bid proposals will be publicly opened in the South Daytona Police Department Training Room.  Proposals received after the above time and date will be returned unopened.

The City reserves the right to reject any or all Bid Proposals or any portion thereof, with or without cause, to waive technical errors and informalities and to accept the company which, in its judgment, will best serve the City. 

The successful respondent will be required to furnish and pay for Certificates of Insurance and meet other requirements as set forth in the request for proposals document.

The City of South Daytona is not responsible for the U.S. Mail or private couriers regarding mail being delivered by the specified time so that a bid can be considered.  Bid Proposals received by telephone, telegraph, or FAX will not be accepted.

  1. The City of South Daytona is accepting proposals for an exclusive towing service.
  2. The City of South Daytona will not be liable for any costs incurred in preparation of proposals and/or personal interviews.
  3. The proposers shall furnish additional information as the City may reasonably require. The City reserves the right to make investigations of the proposers as it deems appropriate.
  4. The City of South Daytona reserves the right to reject any and all proposals, the right in its sole discretion to accept the proposal which it considers most favorable to the City’s interest.

MINIMUM REQUIREMENTS FOR BIDDERS (Note – These are minimum requirements.  Bidders are encouraged to review a draft of the actual agreement for all contractual requirements prior to submitting a bid):

  1. A minimum bid amount is established at $3,500 per month.
  2. Storage facilities must be located within 10 road miles of the City of South Daytona city limits.
  3. Response time must be within 20 minutes. Response time starts from the time the towing service receives the request to dispatch a wrecker.  Response time compliance will be calculated on a calendar month basis.  The city reserves the right to bill the wrecker company for the cost of city services incurred as a result of a delayed response.
  4. The primary storage facility must be open, or an employee on immediate call, 24 hours a day, seven days a week, including holidays.
  5. Must supply a storage facility with a minimum of 100 spaces, with each space measuring 9’ by 19’ and be completely fenced. Two (2) spaces will be provided inside an enclosed building for police processing.
  6. Bidders must own or lease at least 4 wreckers, which must include 2 class “A” wreckers, 1 class “C” wrecker and 1 Roll Back car carrier. 
  7. Bidders must carry minimum insurance requirements as follows:

    1. Workers’ Compensation Insurance, which complies with the Florida Workers’ Compensation Law, including Employers Liability Insurance with limits of at least $500,000 per occurrence.

    2. General and Automobile Liability Insurance of at least $500,000 per person, $1,000,000 per occurrence and $250,000 property damage insurance. In the alternative a $1,000,000 combined single limit for bodily injury and property damage and a general aggregate of at least $2,000,000.

  8. Bidders must have a $40,000 annual cash or surety performance bond to be placed with the City upon award of contract.
  9. No owner, partner, employee or agent shall have been convicted of a felony; or any first-degree misdemeanor involving the operation of a wrecker service, including perjury or false statement, regardless of restoration of civil rights.


The purpose of this agreement is to provide exclusive towing service of motor vehicles and trailers from public and private property when authorized by a representative of the City of South Daytona.


  1. Compensation paid to the City of South Daytona under the terms of the contract.
  2. Billing rates to vehicle owners must comply with Volusia County rate structure.
  3. Prior dealings with the City of South Daytona, if applicable.
  4. Work history and employment record, including reputation in the community.
  5. Such information as the City deems relevant.
  6. The City retains the right to waive any irregularities in a bid that, in the City’s opinion, does not undermine the purpose and intent of public bidding.  The City retains the right to reject all bids if   it is determined to be in the City’s best interest.

Sealed proposals shall be clearly marked on the outside of the envelope “SEALED BID PROPOSAL-TOWING SERVICES – SOUTH DAYTONA BID# 20-B-004.”

All proposals submitted shall be binding for sixty (60) days following receipt.  Proposals received by the City of South Daytona after the time specified will not be considered.
