FINAL PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) has received the subgrant application for The City of South Daytona's pier and seawall handrail replacement due to damages in Hurricane Irma (DR-4337-FL PW03614). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA's intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 6, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA's funding action located within the floodplain. FEMA has determined that the only practicable alternative is to locate this facility at its original location within the floodplain because the facility is functionally dependent upon its location within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Location of Proposed Work: 1933 South Palmetto Ave, South Daytona, Florida 32119, (29.17586, -81.00064) Floodplain: The project is located in Zone AE per Volusia County FIRM Panel #12127C0367J dated 9/29/2017.

Proposed Work and Purpose: The pier and seawall handrails at the Riverfront Veterans Memorial Park, in the City of South Daytona, were damaged as a result of Hurricane Irma. The City is seeking funding from FEMA for completed repairs to 1152 square feet of wooden pier, 100 linear feet (LF) of conduit, a junction box, and handrail for lighting. Additionally, the City replaced 150 LF of seawall handrails. Mitigation was included on the pier repairs by installing stainless steel cable handrails, reinforced flow thru deck, and 12" pilings (instead of existing 10" pilings). The construction, including mitigation, is completed and the city is seeking funding for this project.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible, as the pier is regularly used as a recreational facility. Additionally, the handrail provides security and safety, by preventing park guests from accidentally slipping into the adjacent waterway. Alternate locations were not considered as the pier and seawall handrail are functionally dependent upon their location within the floodplain.
