a. The Fire Department will host a Movie Night, presenting “Inside Out 2,” on Friday, October 11th, at Central Park, starting at 7:00 p.m.
b. Flag football season begins in November. Registration is open.
c. 18th Annual Blaine O’Neal Golf Tournament set for Saturday, November 2, 2024 at Cypress Head Golf Course.
d. The City will again participate in Light the Night along with South Daytona Christian Church, First Baptist Church of South Daytona, and other local churches and organizations on Thursday, October 31, 2024, from 6pm to 8pm. Enjoy the Toddler Zone, Petting Zoo, Inflatables, Carnival Games, Hot Dogs, Chips, Popcorn, Music, and Costume Contests for all ages—including a Group Category. The event is free and a fun, safe way to enjoy Halloween night.

8. Approval of minutes: September 24, 2024, City Council Meeting.
9. Consideration of approving a Special Event Permit application involving outdoor amplification at 919 Reed Canal Road (Reed Canal Park) on Saturday, November 16, 2024, between the hours of 10:00 am and 6:00 pm for the City of South Daytona’s BBQ and Bluegrass Festival.
10. Consideration of approving equipment purchases and capital project improvements as budgeted in Fiscal Year 2024-2025.
11. Consideration of approving a Restrictive Covenants and Grants-in-Aid Agreement with ECHO for a grant award of $600,000 for the Reed Canal Park Prehistoric Playground Expansion project.
12. Consideration of approving a revision to the Locally Funded Agreement with the Florida Department of Transportation to increase the cost of the decorative signs proposed along South Ridgewood Avenue from Ridge Boulevard to Reed Canal Road by $25,851 to be completed when they resurface this segment of roadway in the current fiscal year.

13. Ordinance No. 2024-08. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Code of Ordinances, Chapter 10, Offenses and Miscellaneous Provisions, Article I, In General, Section 10-7.1., Camping Prohibited in Public Places, to expand the public camping prohibition to include sleeping, lodging, or residing overnight in a public place without a tent or temporary shelter; providing for exceptions; revising criteria constituting evidence of camping; providing for findings; and providing for conflicts, severability, codification, and an effective date. First Reading was held on Tuesday, September 24, 2024. Second and Final Reading. Public Hearing.
Added 14. Resolution No. 2024-29. A Resolution of the City Council of the City of South Daytona, Florida, declaring a state of local emergency in response to Hurricane Milton; making findings; and providing for penalties, conflicts, severability, an effective date, and a termination date. First and only reading.
