Regular meeting of the South Daytona City Council, Tuesday, November 18, 2025, at 6:00 pm in the City Council Chambers, City Hall, 1672 South Ridgewood Avenue, South Daytona, Florida.

5. City Manager Report
a. The Public Works crew was hard at work clearing the Aspen Ditch which runs from the pond located on Aspen Drive to Nova Road. The clearing of this ditch will improve the gravity outfall in the Aspen Stormwater Pond which regulates the drainage in the Big Tree Village subdivision.
b. The City’s weather station, located on top of our City Hall complex, provides live, local weather conditions for South Daytona. We wanted to share this information with our residents so if you go to our website, www.southdaytona.org, there is a link on the home page for our weather station. When you click the link, it will provide you with the current weather conditions along with other useful information such as historical rainfall amounts for the last day, week, month or year. This tool will be used to gauge our drainage system’s effectiveness given the information collected from each storm.
c. Mayor Hall had an opportunity to speak to our 2026 Volusia County Legislative Delegation where he requested state funding for two upcoming projects. The first project involves the lining of our sanitary sewer pipes which, when completed, will prevent groundwater intrusion, thus reducing the likelihood of sewer system backups and restoring our aging system. The second project involves the replacement of our stormwater system backflow preventors which keep adjacent canals (Nova Canal, Stevens Canal and Reed Canal) and the Halifax River from overwhelming our system during severe weather events. The requests were well received by our state lawmakers who praised South Daytona for being a debt-free community.
d. The Public Works Department completed a repair on our 30-inch stormwater line located on Segrave Street. The deficiency was noted during our City-wide televising effort to find issues with our current stormwater infrastructure. The goal is to make those repairs that are necessary to keep stormwater out of our homes. The repair of this pipe will help those who reside in and around Segrave Street.
e. The City participated in a meeting which had representatives from all 16 municipalities along with staff from Volusia County to discuss stormwater improvement efforts. The goal is to keep each other informed of the progress that has been made to reduce flooding. It was an opportunity to discuss the extensive efforts that South Daytona has made this year and to further demonstrate the commitment we made to our residents to make the system better.
f. We had a resident report an issue with a stormwater inlet located at the corner of Kenilworth Avenue and Myrtle Place. Our Public Works Department immediately sprang into action and made the necessary repairs. If anyone sees a deficiency on their street, please contact the Public Works office at 386-322-3080 to report it so we can make the necessary repairs.
g. Earlier this year, the City purchased four custom made permanent generators to be housed at the pump stations located at the stormwater ponds on Windle Lane, Lantern Park, Reed Canal Park and the Park of Honor. These generators are starting to arrive, and the first one was installed at the stormwater station inside the Coventry Forest subdivision at Windle Lane with the rest of the installations to be completed by the end of the year. These generators will ensure that the pump stations continue to run as designed during electrical outages which frequently occur during severe weather events. Our larger pump stations like the one at Aspen and the Reed Canal Stormwater Control Facility already have permanent generators and we look forward to expanding the generator installations throughout the City.
h. On tonight’s agenda is the grant agreement with the Florida Department of Environmental Protection for $1.75 million to construct a stormwater pond and pump station on Brian Avenue to reduce flooding for those residents in the surrounding area. In an effort to get the project completed as soon as possible, we will also be awarding a contract for the design of those facilities immediately after so we can get started this week on the proposed facility.
i. The annual Barbecue and Bluegrass Festival will be held at Reed Canal Park this Saturday, November 22nd, beginning at 10am and lasting until 5pm. Please join us for some great music, country craft vendors and barbecue with a competition sanctioned by the Florida BBQ Association. In addition, we will have our Citizens Alert Hot Dog Wagon there so come say hello to our volunteers. Parking and admission are free, and the weather is forecasted to be excellent, so we’ll see you there.
j. The City’s annual Christmas Tree Lighting Ceremony will be held on Wednesday, December 3rd, beginning at 6pm inside Central Park located at the corner of Magnolia Avenue and Big Tree Road in the heart of our City. We will feature carolers from South Daytona Elementary and Warner Christian Academy. Free hot chocolate and cookies will be provided. We will also have a special visit that night by Santa and Mrs. Claus, giving those kids in attendance another opportunity to place their gift requests so come out and enjoy the festivities and pick up a little holiday cheer.
k. The last thing to report is that there are rumors that Santa’s Magic Mailbox will be reappearing inside Central Park beginning on November 26th. If you write Santa a letter and place it inside the box with your return address, Santa himself will send you a personalized, signed letter in return all the way from the North Pole. So get your letters ready for a little holiday magic this year.

This is an opportunity for members of the public to address the City Council on any topic, whether it pertains to community concerns, personal perspectives, or general topics like the weather. When invited to approach the podium, please clearly state your name and address for the official record.
While speaking, direct your comments to the City Council as a whole and not towards any of the audience members or cameras. As the established standard, each person will be given approximately three minutes to speak. Although there is no formal clock, be concise enough without repetition to ensure everyone has had an opportunity to participate. Please note that the City Council will not respond to any viewpoint or question during this time as it is your opportunity to be heard.

Those matters included under the consent agenda are self-explanatory and not expected to require discussion for approval. Items will be enacted by one motion. If discussion is desired by any member of the City Council, that item must be removed from the consent agenda and considered separately. (Read by Mayor Hall)
7. Approval of minutes: October 14, 2025 City Council Meeting.
8. Resolution No. 2025-29. A Resolution of the City of South Daytona, Florida; adopted pursuant to Chapter 5 (Building, Housing and Structural Regulations, Article X, Dangerous Structures) of the South Daytona Code of Ordinances finding the structures located at 2111 Brian Avenue, South Daytona, Florida is unsafe and unfit for human habitation and potentially injurious to the public health, safety or welfare so as to constitute a threat to the public health, welfare and safety of the community; authorizing the city to proceed with the demolition of said structures and liening the said property pursuant to the city's code of ordinances; providing for severability, conflicts and an effective date. First and only reading.
9. Consideration of approving a $50,000 grant with the Florida Department of Law Enforcement (FDLE) to purchase two drones for our Police Department and amending the current year budget to accommodate the grant and subsequent purchase utilizing Resolution No. 2025-30. First and only reading.
10. Notification of emergency purchase of $28,863.23, pursuant to Section 2-140 of the City’s Code of Ordinances, to PSG Concrete and Excavation on October 5, 2025 for the installation of sod that was needed around the large stormwater pond located at the Reed Canal Stormwater Control Facility to prevent the eminent collapse of the pond banks following a recent intense rainstorm.
11. Resolution No. 2025-31. A Resolution of the City of South Daytona, Florida, amending Resolution No. 2025-26, setting forth appropriation for current expenses and capital outlay for the following funds: General Fund, Police Confiscated Fund, Transportation Fund, Capital Projects (Cell Tower) Fund, Capital Projects (ARPA) Fund, Water and Sewer Fund and Stormwater Fund as required by the City of South Daytona, Florida, during and for the fiscal year beginning October 1, 2025 and ending September 30, 2026; adopting the operating and capital budgets for the City of South Daytona; providing for severance; providing for conflicting resolutions; and providing an effective date. First and only reading.
D. REGULAR AGENDA
12. Consideration of approving an Agreement with the Florida Department of Environmental Protection (Agreement Number L0342) in the amount of $1,750,000 for the construction of a stormwater pond with associated pump station to help reduce flooding on Brian Avenue and Green Street and amending the current year budget to accommodate the grant and subsequent expenditures utilizing Resolution No. 2025-32. First and only reading.
13. Consideration of approving a Work Authorization with Mead and Hunt in the amount of $174,095 for the design of a stormwater pond with pump station to help reduce flooding on Brian Avenue and Green Street as provided through a 2025 Legislative Appropriation.
