    1. Recap of the 18th Annual Blaine O’Neal Golf Tournament (Saturday, October 21, 2023, at Cypress Head Golf Course), Drive-thru Boo (Friday, October 27, 2023), Light the Night (Tuesday, October 31, 2023) and Drive-in Movie (Super Mario Bros. Movie on Friday, November 3, 2023)
    2. BBQ and Bluegrass Festival is set for Saturday, November 18, 2023, from 10am to 6pm at Reed Canal Park.  BBQ teams will be competing in a Florida BBQ Association sanctioned competition.  There will be artisan vendors for you to browse and activities for the whole family.
    3. North Pole Drive Thru is set for Friday, December 1, 2023, at Reed Canal Park from 6:00 p.m. to 8:00 p.m.
    4. Get ready for our 2023 Holiday Lighting Awards which will be held in December. Awards will be given to the best holiday decorated homes and businesses in South Daytona. Homes and businesses are nominated by calling the Parks and Recreation office at (386) 322-3070. All nominations must be submitted by December 11th.

Those matters included under the consent agenda are self-explanatory and not expected to require discussion for approval. Items will be enacted by one motion.   2. Approval of minutes: October 10, 2023, City Council Meeting.
  3. Consideration of approving a Façade Improvement Grant in the amount of $5,000 to La Paloma Plaza at 2759 South Ridgewood Avenue as was presented in tonight’s C.R.A.G. meeting.
  4. Consideration of approving an expenditure of $115,972.56 for AT&T undergrounding costs on US 1 from McDonald Street to Ridge Blvd as budgeted in Community Redevelopment Area (CRA) Fund Fiscal Year 2023-2024.
  5. Consideration of Animal Sheltering Services agreement with Edgewater Animal Shelter from December 1, 2023, to November 30, 2024.
  6. Council notification of emergency purchase of $30,472.60 to All State Civil Construction on October 17, 2023, for sewer main repair at 720 Marathon Way.

D. REGULAR AGENDA

  1. Ordinance 2023-18. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Code of Ordinances, amending Chapter 20, Water and Sewer Services, Article V, Water and Sewer Billing, Section 20-70, to include local business tax receipts and annual fire inspection fees, cost and fees for animal retrieval, intake and impounds, and cost and fees under Chapter 767, Florida Statutes, on the City Utility Bill; and providing for conflicts, severability, applicability, codification, and an effective date. First Reading was held on October 10, 2023. Second and Final Reading. Public Hearing.
  2. Ordinance 2023-19. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Code of Ordinances, amending Chapter 8, Health and Sanitation, Article II, Weeds and Offensive Conditions on Property, Section 8-21, to allow the City Manager or his/her designee to provide notice to abate; and providing for conflicts, severability, applicability, codification, and an effective date. First Reading. Public Hearing.
