First and only reading. 

      7. Consideration of Professional Services Agreement with Willdan Financial Services.

      8. Consideration of Southeast Volusia Regional (SEVR) SWAT Team Mutual Aid Agreement between the cities of Port Orange, Daytona Beach Shores, Edgewater, New Smyrna Beach and South Daytona.

        1. Resolution No. 2021-16.  A Resolution of the City Council of the City of South Daytona, Florida, establishing a proposed millage rate for the 2021-2022 fiscal year; determining the rolled-back rate; establishing a date, time, and place at which a public hearing will be held to consider the proposed millage rate and the tentative budget for the 2021-2022 fiscal year; providing an effective date. Public Hearing. First and only reading.

        2. Consideration of Agreement with Bliss Products and Services, Inc. for Riverfront Veterans Memorial Park Playground, Swing Set, and Turf Replacement.

        3. Resolution No. 2021-18.  A Resolution of the City Council of the City of South Daytona, Florida, declaring the vacant property owned by the City of South Daytona located at Foster Way, Parcel ID 5344-16-00-1133, as surplus and authorizing staff to facilitate its sale; providing for conflicting resolutions; severability; and an effective date. First and only reading. 

        4. Consideration of agreement with Earth Networks, Inc for the Lightning Detection and Alerting System.
        5. Ordinance No. 2021-09. An Ordinance of the City of South Daytona, Florida, amending the City of South Daytona Land Development Code to revise regulations related to Amusement Centers and Amusement Games or Machines; Amending Section 2.2 of the Land Development Code to add Definitions relating to Amusement Games or Machines; Amending Sections 5.5(J)(2) and (3) of the Land Development Code to remove Amusement Centers as a permitted use and to permit Amusement Centers as a Special Exception in the Business General Commercial (BGC) Zoning District; Amending Section 5.2, Table 2 of the Land Development Code to revise references to Amusement Centers and Amusement Arcades; Amending Section 5.7(C)15 of the Land Development Code to revise the criteria for Amusement Centers permitted as Special Exceptions; Amending Section 5.8 of the Land Development Code to remove Amusement Centers as a Special Use; and providing for recitals, administrative actions, codification, conflicts, severability, and an effective date.  Recommended by Planning and Appeals Board 5/19/2021.  Public Hearing.  Second Reading.  Passed First Hearing 06/08/2021.

        6. Ordinance No. 2021-10.An Ordinance of the City Council of the City of South Daytona, Florida, Amending Chapter 4 (Animals and Fowls), Article 1 (General), Section 4-9 (Keeping Fowl Prohibited) and Section 4-13 (Number of Dogs, Cats, Rabbits and Pot Belly Pigs that may be kept at  Residence) of the Code of Ordinances to allow for a temporary urban chicken pilot program for the ownership of chickens on residential lots under certain conditions; and providing for recitals, administrative actions, codification, conflicts, severability, and an effective date. Public Hearing. First Reading.  Recommended by Planning and Appeals Board 06/16/2021.
