The City of South Daytona operates under the council/manager form of government. This system of government combines the strong political leadership of elected officials with the strong managerial experience of an appointed professional manager.
 
In council/manager government, council members are the leaders and policy makers and the manager is appointed by council to carry out policy and ensure that the entire community is served.
 
The council hires the manager to carry out the administrative responsibilities. Council persons have four-year staggered terms.

The City Manager is appointed by the Mayor and City Council and, as the Chief Executive Officer of the City, is responsible to this governing body for the administration of all City affairs. The City Manager directs and supervises the administration of all departments, offices and agencies of the City.

The office of the City Manager serves as the focal point for executive leadership to ensure that programs and operations reflect the policy goals and objectives established by the Mayor and City Council.  This office holds the ultimate responsibility for the enforcement of all laws, provisions of the City Charter and City Council directives.

The City Manager develops, recommends and implements policies that guide the administrative and financial needs of the City with a focus on sustained fiscal health.  The City Manager is a moral representation of ethical behavior and understands that the City’s success depends on leadership’s ability to focus on excellence, set and achieve goals, serve others and to listen to the needs of the community.

James L. Gillis, Jr. is the City Manager for the City of South Daytona.  He holds a Bachelor of Science Degree in Civil Engineering and a Master of Science Degree in Engineering Management from the University of Central Florida.  He has worked for the City of South Daytona since 2003.  He started with the City as the Assistant Public Works Director and then held the Public Works Director position before being appointed City Manager in 2018.  He is a registered Professional Engineer in the State of Florida as well as an ICMA Credentialed City Manager.

The Community Development Department provides guidance and support to residents, businesses and developers to manage existing and future development and redevelopment by encouraging investment and economic growth for the City of South Daytona. The department provides management and support services to the City Planning Appeals Board, Community Redevelopment Agency and City Council and works to works to improve community livability and quality of life by encouraging responsible development that incorporates quality urban design while protecting natural resources.

The department is responsible for drafting and maintaining the Comprehensive Plan and Land Development Regulations, Reviewing Development Plans and Issuing Development Orders and reviewing, processing, and monitoring all other Development related applications.  In addition, the department is responsible for receiving building permit applications, assuring contractors are properly licensed and insured, reviewing plans for compliance with the Florida Building Code, routing applications to various departments for review, issuing permits, performing inspections and maintaining records.  Reviews and approvals are governed by the City's adopted Comprehensive Plan, Land Development Code, Future Land Use and Zoning Maps and State Law and Regulations.  If you have any questions, please contact the Community Development Department at 386-322-3022.

The mission for Economic Development is to create conditions for economic growth and improved quality of life by expanding the capacity of life of individuals, businesses, and communities to maximize the use of their talents and skills to support innovation, job creation, and private investment. Economic Development Staff works with existing local businesses, the Port Orange South Daytona Chamber of Commerce, Team Volusia Economic Development Corporation and many other local partners for business retention, relocation, and recruitment of quality businesses. The city offers a wide range of incentives for a targeted business in efforts to enhance the business corridors and improve quality of life our residents.

Mission Statement

“The mission of the South Daytona Fire Department is the preservation of life and property by providing quality emergency services, fire suppression and disaster preparedness as well as educating the public in fire prevention and safety and to do so in a professional manner, dedicated to the citizens we serve.”

Department
South Daytona prides itself in providing the high quality fire and rescue services. The department is staffed with career fire professionals. Headed by Fire Chief John Brant, service is provided to more than 12,000 residents, covering an area of just over 3.2 square miles.

The fire department furnishes fire suppression and emergency medical services to its citizens and to a portion of the unincorporated county area along its borders. The department also assists and receives assistance from area fire departments through automatic and mutual aid agreements. Our department consists of one fire/rescue station, 13 full-time professional firefighters and advanced life support/paramedic emergency medical service.

Staff
Fire suppression and Advanced Life Support (ALS) Emergency Medical Services (EMS) are delivered 24 hours a day, 7 days a week by a team of 13 career firefighters. The crews work a 24-on, 48-off schedule.

Training
Continuing training is provided utilizing traditional and alternative delivery methods. The department routinely trains with neighboring departments to ensure the highest level of knowledge and consistency is maintained.

Apparatus
The South Daytona Fire Department operates 2 class A fire pumpers (one of which is a reserve), a battalion vehicle and an inspector’s vehicle. The fire department currently maintains a Class 2 Insurance Services Office (ISO) rating. Our front run engine is equipped with a full set of ALS equipment to respond to the emergency medical needs of the community.

Inspections & Code Information
In an effort to safeguard the lives of our residents and visitors, the city has adopted the most stringent and progressive fire and life safety codes available. Fire inspections are completed on an annual basis and the fire department reviews all plans for new construction.

The City of South Daytona’s Public Works Department aims to consistently provide services that meet or exceed the expectations of its residents.  Through commitment to excellence we actively pursue continuous improvement to enable each employee to perform their job accurately the first time, every time.

The Department of Public Works is staffed to maintain the following divisions:
  • Streets and Stormwater
    The Streets and Stormwater Division maintains roadways, sidewalks, signage, street sweeping, right of way mowing and tree trimming, herbicide application, clearing catch basins, and maintaining ponds.
  • Utilities
    The Utilities Division centers around providing water to the City’s residents and ensuring sewage gets to the treatment plant.  Responsibilities include maintaining water meters, verifying water quality, maintaining supply lines, maintaining sewage pipes and lift stations, and maintaining fire hydrants in conjunction with the fire department.
  • Fleet Maintenance
    The Fleet Division maintains the City’s equipment.  This includes Police and Fire Vehicles, mowers, street sweepers, vacuum trucks, backhoes, handheld machinery, stormwater pumps, and emergency response equipment.  This division also assists in maintaining the City’s buildings.

Effective July 1, 2023 - pursuant to the Live Local Act (SB 102): If an applicant believes it is entitled to expedited processing of an application for a building permit or development order, the applicant shall advise the City upon submission of the application of the statutory basis entitling it to expedited processing.  The City shall give applications for building permits or development orders that are entitled to expedited processing first priority and applicants may expect that such applications will be reviewed and processed quicker than other applications.

Duties:

-Provide plan review and required inspections for all permitted construction projects.

-Checks licensing and registrations for all permit applications, utilizing the Volusia County Licensing Program through an interlocal agreement.

 

Always Check Before Building:

Start with a zoning (Community Development) to see if what you want to do is feasible and/or allowed.


Surveys:

If you are planning a new or an addition project, signed and sealed surveys are required to be submitted (3-Commercial 2- Residential). If the property is located in a FEMA designated special flood hazard area, two copies of completed, signed and sealed elevation certificates are required to be provided as part of the submittal package.

New structures and additions require plans and documents (Commercial-3 Complete sets; Residential-3 Complete sets) including but not limited to:

- One completed permit application

- Occupancy classification, occupant load, type of construction, level of alteration (If applicable)

- Elevation views for all sides

- Footing or monolithic slab details

- Roof truss layout and engineering

- Typical wall section demonstrating a continuous load path

- Buck details and weather proofing of the openings

- Energy Calculations

- Completed product approval sheet for all exterior components and cladding

- Volusia County impact fee statement

The mission of the Utility Billing Department is to ensure efficiency in all billing and collection of utility charges. Utility Billing is committed to excellence and will strive to provide courteous relations to all residents by responding to their needs in a timely, professional, and respectful manner.

The Utility Billing Department is responsible for mailing residents’ monthly statements for water, sewer, garbage, and stormwater services. Sewer charges are billed in equivalent to water consumption.

In accordance with City Ordinance, Sec. 20-70, Utility Bills are due 20 days following the date the bill was rendered. Payments not received within 20 days will be assessed a penalty of 10% percent. Payments not received within 29 days of bill date will be assessed additional charges and service shall be disconnected.  Service will not be restored until all outstanding balances on the account are paid in full including current (new) and past due charges, late and delinquent fees, and other charges on the account, such as additional deposits if applicable.

Intent: It is the intent to promote, protect, and improve the health, safety and welfare of the citizens of the City of South Daytona.

Hearings: A Special Master meeting is conducted on the second Thursday of each month at 9 am in the City Hall, City Council Chambers.

Common Code Violations:  High grass/weeds, edging of sidewalks, driveways and street gutters, abandoned vehicles, abandoned structures, trash and debris, noise, signs in the Right-of-Way, construction without a permit, address identification, illegal parking.

Welcome to the City of South Daytona, a small city with big opportunities. The City and its business districts are centrally located in the Greater Daytona area, with easy access to beaches, entertainment venues, hospitals, and educational institutions.  South Daytona is also located near the crossroads of Central Florida’s High-Tech corridor, Interstate 95 and Interstate 4, and within minutes of the Daytona Beach International Airport and the FEC railway line.

The main commercial corridors in South Daytona include South Ridgewood Avenue (U.S.1), Beville Road and South Nova Road. South Ridgewood Avenue is located within a Community Redevelopment Area (CRA) and is a designated Opportunity Zone. The CRA and the Opportunity Zone designations provide financial incentives for improving your existing building site or developing new commercial businesses here. We have light industrial sites, including the South Daytona Business Park and Landmark Business Park. There are commercial, retail, and industrial development sites available throughout the City.

New development in South Daytona is on the rise with the completion of a 16-bed Assisted Living Facility in June 2020 and the construction of a 256-unit luxury apartment complex with occupancy of the first residential structure and clubhouse scheduled for October 2020. More development projects are in conceptual and site plan review stage as well. Along with the residential growth, other commercial development is sure to follow.
